One of the cable's pins looked damaged, and so I used the other set of pcie connectors. To fix the issu, I disabled fast boot, and I checked my pcie cables. Im not sure which one resolved the issue, but i suspect it was the power supply. The amd driver would be completely removed and an error saying my drivers was overridden.
